General Manager
Dr. Cem Duran has served as General Manager of Boğaziçi University Technopark since August 2023. Since February 2024, in addition to this role, he has also served as Director of the Boğaziçi University Entrepreneurship Application and Research Center. In the field of technology transfer and technopark management, he served as Director of the Yıldız Technical University Technology Transfer Office (TTO) and Deputy General Manager of YTU Technopark from 2014 to 2016, and as Deputy General Manager responsible for R&D at Teknopark Istanbul from 2018 to 2022. Previously, from 2007 to 2012, he worked as a Business Development Manager at Istanbul Sea Buses (IDO) and played an active role in the company’s privatization process. From 2017 to 2023, he served at Istinye University as an Assistant Professor, Head of the Department of Management Information Systems, TTO Director, and Advisor to the Rector. For nearly ten years, he has taught undergraduate and graduate courses in Entrepreneurship and Technology Management and Innovation at various universities. He has advised on the establishment of numerous technoparks and technology transfer offices and continues to mentor start-ups. He graduated from Istanbul University’s Department of Maritime Transportation Management Engineering in 2000. He earned two master’s degrees, one in Production Management and Marketing from Marmara University and another in Business Administration from Istanbul Technical University, and completed his doctorate in ITU’s Management Engineering program in 2016.
R&D and IT Director
Serhan Yıldız is a manager with over 25 years of experience in technology development zones, R&D management, information technologies, and the innovation ecosystem, following his undergraduate education in Electrical Engineering and his Master’s degree in Engineering Management. Throughout his career, he has held senior management positions at TÜBİTAK MARTEK, Teknopark İstanbul, and Boğaziçi Teknopark; he has led the establishment and management processes of technoparks, R&D strategies, digital transformation projects, technology transfer, and the structuring of incubation centers. He possesses extensive expertise in technopark legislation, strategic planning, project management, and national support programs (TÜBİTAK, Development Agencies) processes. Serhan Yıldız, who represents Turkey on international platforms and undertakes jury and mentorship roles in the entrepreneurship ecosystem, has been serving as the Director of R&D Activities and Information Technologies at Boğaziçi Teknopark A.Ş. for approximately three years.
Business Development and Contracts Director
With over 20 years of professional experience, Ceyhun Özkan completed his master's degrees in Business Administration and Industrial Policies, as well as Technology Management MBA programs at Istanbul Commerce University. Throughout his career, he has undertaken significant responsibilities in technology development zones management, business development, project management, corporate relations, strategic partnerships, commercial space leasing, and operational process management. Having served as a manager at Teknopark Istanbul for seven years, Özkan managed administrative and support services, office and commercial space leasing, customer relations, and relations with public institutions. During this period, he managed the leasing processes of over 100,000 m² of office and commercial space and led the development of institutional collaborations with numerous public institutions. Ceyhun Özkan continues his role at Boğaziçi Teknopark as Business Development Director, responsible for administrative and support services, office and commercial space leasing, customer relations, and relations with public institutions.
Director of Construction and Investments
Holding a bachelor's degree in Civil Engineering from Boğaziçi University and an MBA from Istanbul University, Bayram Saraçoğlu possesses more than 20 years of professional experience in the sector. Holding PMP and OHS (Class C) certifications, Saraçoğlu has undertaken senior management responsibilities in technical office, planning, cost control, site, and project management at leading sector institutions such as Kayı Construction, Eksim Investment Holding, and Bezmialem Vakıf University throughout his career. Serving as Director of Construction and Investments at Boğaziçi Teknopark as of January 2026, Bayram Saraçoğlu manages the planning of investment budgets in line with the company's expansion strategies, as well as the direction and management of all construction processes from design to turnkey delivery of R&D buildings, laboratories, and incubation centers.
Corporate Communications and Startup Office Manager
Following her undergraduate degree in Political Science and International Relations at Istanbul University and her master's degree in Innovation and Project Management at the University of Sussex, Ezgi Demir Altıparmak is an executive with over 10 years of experience in the entrepreneurship ecosystem, investment funds, incubation/acceleration programs, and publicly supported entrepreneurship policies. Throughout her career, she has held roles at StartersHub, T3 Foundation Startup Center, the Republic of Turkey Ministry of Industry and Technology, San Francisco-based Entrapeer, and Boğaziçi Teknopark; participated in the establishment of national-scale entrepreneurship initiatives such as the Take Off Istanbul International Startup Summit and the Turcorn100 Program; led the management of incubation and acceleration programs, primarily BiGG+ Boğaziçi, startup evaluation and mentorship activities, public-private sector partnerships, the design of scaling support programs, and AI-driven entrepreneurship solutions. She holds extensive expertise in entrepreneurship program design, stakeholder and mentor network management, regulatory sandbox studies, and organizing large-scale international events bringing together over 500 startups. Bringing her experience from San Francisco's international entrepreneurship ecosystem to her work in Turkey, Demir Altıparmak is a professional taking an active role in the artificial intelligence, entrepreneurship, and innovation ecosystem. Undertaking mentorship and startup evaluation roles across the ecosystem, Ezgi Demir Altıparmak serves as Startup Office Manager at Boğaziçi Teknopark A.Ş.
